GOST port forwarding

High risk: it opens the chosen port (TCP and UDP) in ufw when ufw is active. Installs the pinned GOST release to /usr/local/bin and runs it as a sandboxed systemd service that forwards the listening port to the target address and port. Running it again replaces the target.
